why a carbon tax

A price on carbon pollution motivates people to change their behaviour. When something is more expensive, they will figure out ways to find an alternative where they can that will save them money. 

 

A rebate means the cost of the carbon tax is offset for those people who can’t use those alternatives. And it rewards the ones who do make the changes, reinforcing the fact that they’re doing the right thing and encouraging others to do the same.
