A price on carbon pollution motivates people to change their behaviour. When something is more expensive, people find alternatives that will help them save money.
A rebate means the cost of the carbon tax is offset for those people who can’t use those alternatives. It rewards people who do make changes, reinforcing the fact that they’re doing the right thing.
